Separate diffuse / specular prefiltered environment maps
This is now using the prefiltered environment maps from Khronos:
https://github.com/KhronosGroup/glTF-IBL-Sampler
You can see the specular reflection is quite sharp, while the diffuse reflection is very soft.
I would be lying if I said I completely understood it, but I am just following the reference renderer code carefully to get the right result.
