You can't use engine commands there. http://msdn.microsoft.com/en-us/library/kdzttdcb(VS.80).aspx You know the exact loading time by measuring the time from the last loading time of the scene (you can put a default value which you measured on your PC, or average PC, before it's calculated on the target PC), so you can make the bar go smoothly (in sub-pixel steps) from 0 to 100% according to the known loading time.
