How can I make my scope like this

It does not look like they are rendering another image at all, since the lines on the wall line up with the ones you see through the scope.

It looks like they are just using a different camera zoom value.

My job is to make tools you love, with the features you want, and performance you can't live without.

It is possible they might have modeled it in a way to make it appear that way, like maybe it's actually really really short.

I don't think they model it that way. In most games the rifle moves smoothly into position from it being held to right in front of your eyes. I think what they do (and I could well be wrong) is use another camera view for inside the scope that is zoomed in.

You could not model the inside of the scope.  That way you can see through the backfaces of the outside mesh.  Might look okay... ?

This is a good idea but not perfect, in somecases, the scope model has detail when look from outside but some of its faces still visible inside

Thanks for your suggestion. I will try it ;)

In old COD4, they really make an ACOG scope which player can see inside of it

And then in Modern Warfare 2 or 3

when not in aiming mode, this ACOG look so strange, so what is the real technique :P
