Oh, okay, I can tell what is happening just by looking at the behavior.

Ultra uses a technique called "clustered forward rendering". It appears the spotlight settings might not be considered correctly to tell which lights appear in which cells.

I've been having issues with all light types and the editor doesn't seem to show anything wrong. Might be worth adding "Real Time Rendering" feature for the editor so you can easily test runtime visuals. 

I can also send you my project which makes map loading 100 times easier.

This may have been caused by the Light::SetRange command not triggering the lighting bounding box to update. I updated the editor and it seems to be fixed in there...continuing to test...
