Materials: add SetUnifrom functionality

It would be nice to have the same functionality to manually set uniform values as in Postprocess effects.  This would highly improve the flexibility of the material system. Currently we need to either misuse the existing properties like glossiness etc. Which on the other hand removes the possibility to use these values in its original means or we need to provide a "settings" texture and read the values for each fragment which works, but is a much slower way.
