Terrain texture layers

An LOD system for texture sizes on terrains.   I'd love to have a 4-8k texture up close and be able to smooth it out to like 512x512 as it goes further back. This sure would help optimize large terrains all while giving some super resolution for up close camera shots.

And to further it, drop stuff like spec, norm and even tess based on ranges.

I'm only happy when I'm coding, I'm only coding when I'm happy.

Normally this shouldn't be needed as it would only require additional GPU memory. The textures in the background are already smaller in size due to mipmapping so using lower res textures for lower lods is not needed.
