PhysicsSetposition hazardous speed on floor

well i use rigid body on character i control , but what is strange is that speed is fixed by code , but very irregular on floor, it slows down when in front of two lights for example.

 

Is Physics dependent on renderer frame rate ?

 

Does anyone uses RigidBody with PhysicSetPosition and have better smooth movement ?
